Partit Momentum demands information about the management, operation and authorisation of marina and berthing facilities along the Cospicua waterfront.
In a statement, the party states that it wrote to both Transport Malta and the American University of Malta (AUM) requesting detailed information.
Among its main concerns, Partit Momentum wants to know whether boat owners have paid fees for berthing spaces, and if so, who received those payments.
The party has asked Transport Malta to clarify:
- Who is the legal owner and/or operator of the marina and berthing facilities directly in front of AUM;
- The number of berthing spaces officially authorised by Transport Malta in the area;
- The dates of issue and duration of licences or permits for those berthing spaces;
- Any inspections, enforcement notices or actions taken by Transport Malta regarding unauthorised moorings; and
- Whether there are plans or applications for the regularisation, expansion or modification of berthing facilities along the waterfront.
The party also asked AUM to clarify its role in the management or operation of the berthing facilities. Specifically, the party wants to know whether AUM owns, leases, manages, operates or otherwise controls marina or berthing infrastructure, including the sea and airspace adjacent to its campus.
Partit Momentum is seeking details on the number of berthing spaces currently in use, whether those spaces are authorised by Transport Malta, and whether any payments were received by AUM for berthing, along with any related correspondence, inspections or enforcement notices from Transport Malta.
Additionally, PartitMomentum asked whether AUM has knowledge of any unauthorised moorings and what actions it has taken to address such cases, and whether AUM has any current or planned proposals for establishing, regularising, expanding, or modifying berthing facilities.
Partit Momentumโs Dr Matthew Agius said that while the party recognises AUM as a legitimate commercial entity, the land and surrounding waterfront were transferred by the State, and Maltaโs public domain laws guarantee public access to the foreshore. He stressed that transparency and accountability are essential so that AUMโs name is not unfairly linked with alleged irregularities.
Momentum said it is awaiting official responses from both Transport Malta and AUM and reiterated its commitment to protecting public access and transparency along the Cospicua waterfront.
