Movement Graffitti has renewed its criticism of Malta’s crematoria policy after a development application was filed for a new crematorium on agricultural land in Siġġiewi.

In a statement, the activist group argued that it had previously warned that the Planning Authority’s policy on crematoria would lead to applications being submitted in the countryside and outside development zones (ODZ).

The latest proposal seeks to develop a crematorium adjacent to Siġġiewi’s historic cemetery, replacing land currently used for agricultural purposes.

Movement Graffitti said the application demonstrates what it considers to be a flaw in the current policy framework, which allows private developers to propose crematoria in ODZ areas.

The group reiterated its long-standing position that Malta should have a single crematorium built and operated by the government rather than multiple privately developed facilities.

According to Movement Graffitti, previous discussions surrounding cremation legislation had already acknowledged that Malta’s size and demand levels were unlikely to justify more than one crematorium.

“It was clear at the time that Malta does not have sufficient demand to support more than one crematorium,” the group said, arguing that multiple facilities would not be economically sustainable.

The organisation is now urging members of the public to submit objections to the proposed development before the consultation period closes.

Representations can be submitted to the Planning Authority regarding application PA/07540/25.

The proposal is expected to add to ongoing debates surrounding cremation infrastructure, land use and ODZ development in Malta.
