A coalition of organisations led by Moviment Graffitti gathered outside Castille today, calling for major reform to Malta’s planning system.

The press conference, held as part of the Ġustizzja għal Artna campaign, urged the government to immediately withdraw Bills 143 and 144, along with three related legal notices, warning they could weaken existing planning safeguards.

The groups argued that Malta is already facing increasing pressure from overdevelopment, and said reforms should focus on protecting quality of life rather than expanding developer control.

They also outlined four key proposals for reform: suspending construction during appeals, enforcing the removal of illegal developments, prohibiting sanctioning in ODZ areas, and reclassifying certain land back to ODZ.

The organisations said these measures are necessary to ensure the planning system serves the public interest.

They are now calling on the government to open a proper consultation process for what they described as a fair and genuine reform.

Is reform needed?
